My cat
...had her pick of cushy, stable beds, sofas and chairs, but chose to sit on the railing over the stairwell. Ten feet down, and not even onto level floor, because the stairs continue under the railing. She's an odd bird.

It's the comfy-looking quilt that you have draped over the railing. I know *I* wouldn't sleep there. I've SEEN that railing, and the stairway below. But she's still young and nimble, right? (What is she, maybe 16 years old?)
You could always pad the stairway below...or maybe rig up a little hanging hammock just below the "bed" area...
